Legal Question in Personal Injury in Pennsylvania

I was attacked while I was on business in South Korea buy an active service American Air force personnel.

The attacker used a knife and I sustained serious head wounds with approx 30 stitches.

Currently suspect is in Korean jail pending trial (pre-trial confinemnet hearing completed)

I have little response from all parties, escalating medical bills and was not sure where to turn.

Any advice would be appreciated.

You should see a lawyer as soon as possible. Cases brought under the Federal Tort claims Act have many requirements and restrictions which must be followd. Further, there is a specific prohibition from bringing a claim for intentional injuries. I am attaching a link to such cases.
