Can one person sue another person becasue their son shot my son 8 times with a c02 bb gun leaving 3 bb's to be surgically removed?

In my opinion, the answer is "yes". Of course, the details of the case are very important.

I don't know why a child (assuming that he/she is young) would have a BB gun in his/her possession. It's crazy that the parents were not watching over their child more closely!

Parents have a duty to watch over their children and supervise them to make sure that they dont hurt other people. Not only should they pay for your son's medical bills, but also, for his pain and suffering both physical and emotional.
