Legal Question in Personal Injury in Pennsylvania

I was in a car accident on Tuesday. The cab driver stopped in the middle of the street for a fare and I stopped about 10 feet behind him. The next thing I know the cab driver is putting the vehicle into reverse and slams into the front of my vehicle. I got out of my car and called the police. When the police arrived on the scene the cab driver told the officer that I ran into the back of him. I called my insurance to report the accident, and they explained that the type of insurance coverage I had only covered the damaged vehicle. I didnt know I didnt have collision insurance on my vehicle. The accident happen in front of a bank can I request for a copy of the footage and take the cab driver to small claims court? Or should I contact an attorney?
