Legal Question in Personal Injury in Pennsylvania

Is a police officer allowed to threaten something like " if I charge him with fleeing the scene, than I'm charging you with wreckless driving."

It sounds like the officer is exercising his executive discretion -- and saying that if he's charging one person, he's charging everybody. This doesn't sound like it's against the law, if that's what you are asking. Best of luck to you.
