bedoom doors and gas usage

Is the landlord reqd to provide each bedroom with a door or is a vinyl partition acceptable?

Additionally, we were billed for gas usage when we had zero access to the thermostat. Subsequently unable to adjust our usage to lower costs. Landlord also failed to ever provide a bill - only told us about it after the fact.

Is he allowed to do these things?

The first place to look for the answer is the lease you signed. It should spell out who pays for the utilities. If it doesn't you need to talk to the landlord about it.

As to the doors. Were there doors there when you looked at the place? Have you asked the landlord (in writing) about the doors?
