Can a landlord evict a tenent for not paying late fees if the rent is all paid?

Depending on what the lease says, late fees may become a part of the "rent" due, and if not paid, may cause the tenant to remain in default, thus permitting the landlord to sue to evict.

If it's only a small amount, the tenant could try to defend the eviction, but should be able to offer to pay the accrued late fees.
