Legal Question in Real Estate Law in Pennsylvania

My Fiance's grandparents left him a house. however he was under the age of 18 at the time and an aunt of his rented it out to a friend. The Friend however, trashed the house needing a complete rip out. (Down the the Shell out the House). The House has been sitting vacant for 4 years now. The sewer company is still charging full price. the Total OUtstanding Debt is now almost $4,000. I already called the Burough and they said i have to pay the full amount. Legally What is correct?

If he was bequeathed the house in a will, then he would be the owner, although the estate would have to transfer the property to him by deed. The debts would have to be paid although the sewer authority may waive interest and penalties if they know the situation. The house could be sold to an investor, and your fiance could use the proceeds to pay of the debt and then keep the remainder of the proceeds.
