Legal Question in Traffic Law in Pennsylvania

I was pulled over on 9/24/10 due to an expired registration tag that was noticed by an officer while sitting at a red light I also did not have insurance at the time.The officer would not let me take my car home but he did let me park it in a lot that was acrose the street from where he pulled me over now given that and the conservation I thought that he was letting me go with a warning especially since he just left after I parked the car without giving me a ticket.Now I have received a summons with a copy of a ticket that I was never given in the mail.Is this legal in the state of Pa.?
