Legal Question in Traffic Law in Pennsylvania

I was pulled over in February 2007 for a moving violation. Apparently my license was suspended temporarily due to failure to pay a moving violation. I was found guilty in court. My license was apprehended by the police officer back in February of 2007. In January of 2008 i was pulled over and caught driving on a suspended liscense. Again, i was found guilty in court. Two and half years later i am trying to restore my license, but PENNDOT said that i did not fill out a DL16LC form, and since i did not submit it, they cannot give me credit. They said that i have to submit the form and begin to serve a 2 year 10 day suspension starting on the day i submit the form.

What can i do to get my license back?
