Are you able to purchase and register a vehicle in PA without a title? If you were to purchase one, how would you go about getting a new title?

There is a procedure in Pennsylvania to obtain a re-formed title, but it depends on the circumstances of why there is no title now. You should consult the PA Dept. of Motor Vehicles (google this) and there is a wealth of information concerning what you need to do. First, you can fill out a form and pay a small fee, and so long as you have the VIN number, you can determine the vehicle's ownership history. I would never buy a car in PA or anywhere else, without doing this. The vehicle could be stolen or could have been used in a crime. You must ask yourself "why doesn't the owner have a title?" You must completely investigate this situation before spending your money on the vehcile. and that should be reasonably simple and inexpensive to do.
