Legal Question in Traffic Law in Pennsylvania

if two people hit eachother in a parking lot while both vehicles are backing out, the police aren't called and the insurance companies were not notified what happens does anyone have legal rights weeks down the road?

They still have rights but the chances of winning diminishes with each passing day. Further if there was a collision, you must report it to motor vehicles on a Form DMV104 within 10 days of the accident or risk your license.

Finally if you waited to long to tell your insurance company about the accident, they may disclaim and then you will not be covered for the incident.

You need a lawyer.
