If you want a Will's instructions to be carried out it needs to be probated. The court grants letter testamentary to the executor so he can carry out the wishes of the will, i.e. pay debts, distribute the assets. As part of the process the executor has to report to the court how the estates debts were paid and what happened to the estates assets. This report is a public record so the heirs and anybody else can see what happened to the estate.

An estate that is only cash is fairly easy to administer. No property needs to be sold.
