Re: is there such a law.

Upon each death, an estate has to be administered and only after all taxes and other priority debts of the deceased have been paid may the property that is left then be transferred to the person[s] named in the Will, or if there is no Will, as provided by "intestate" [meaning there was no Will] law.

Properties cannot be informally "left" without the estate administration and a deed transfer to the heir or devisee [person named in the Will].

If there has been more than one death since the record owner of the property died, both [or more] estates must be administered.

If you have other questions about the status of the property where your brother lives, you or he should consult a local estates lawyer.
