Legal Question in Landlord & Tenant Law in Philippines

Good day. hi I'm Rose, i am a student and I am also a tenant on a boarding house. before i entered the boarding house, the water is free. the water comes from a deep well. On the middle of the 1ST month, our landlord decided to put a NAWASA water or the National Water and Sewerage Authority water which is a clean water and suitable for drinking. the problem is, the Landlord didn't talk to all of the boarders about putting a NAWASA water. yes, we knew that he would put a nawasa water but he didnt consult us all before he put it. at the end of the month, he wants us to pay for the NAWASA water that he put but the flow of the water everyday is not working and it has very less flow. Sometimes the water is not flowing. the problem also is i haven't used even a drop of NAWASA water for the whole month, he wants us to pay. I only used the deep well water which is free. What shall I do? it is very hard for me to pay an additional for the water.

You can send your landlord a letter explaining your situation. If the same did not work then you can refer your concern to the barangay.
