Legal Question in Landlord & Tenant Law in Philippines

hi. i'm a student. i deposited my money to a landlady in a boarding house for reservation of the room(bedspace) but after 2-3 days, i cancelled my reservation. i told the landlady that i will get the money back. i just gave it to her. we have no lease contract. she told me that she will only give back half of the money that i have deposited to her because according to her, it is a penalty. i haven't even occupied the room. i'm just only a student. what shall i do?

The landlady cannot charge the penalty as it appears that you have no agreement, written or oral, regarding any penalty in the event of refund. File a complaint before the barangay having jurisdiction of the place.
