Legal Question in Wills and Trusts in Philippines

My brother was a US citizen , died in the Philippines, and named me, USA resident & citizen ( his sister as executor. Will the Probate court there recognize me as executor if I am neither a resident or citizen of the Philippines? It is a notarized will made by him in the Philippines.

Being a non-resident means you are incompetent to serve as executor.This provided under Rule 78 Section 1B of the Rules of Court of the Philippines.But if you are one of the heirs then you can petition for its probate.
