Child from Puerto Rico to America

can a mother bring her child to america(both being american citizens ofcourse) with out her partners consent. she wants to move back here and he refuses to give the approval for it. How can she get around it?

If there is no order preventing it, she probably can. But I would strongly recommend going to an IL court and establishing full residential custody 90 days after coming here.
