Deportation rules

My fiance is a refugee from Cambodia. He was arrested 8 years ago, when he finished serving time he was taken by INS to federal prison. He was only released from there because he signed papers stating he's willing to be deported. (i guess in RI they let you go because the funds aren't avalible to deport you, and its expensive to keep you in prison) If we get married can they still deport him at anytime?

It will depend on what was the offense he was arrested for and whether he would be inadmissible to the USA because of that.
