non- U.S. citizen marriage in the U.S.

Hello,

I am doing research on behalf of my friend. She is working in Iraq as a U.S. citizen and has met a man there who she would like to marry. If he comes here with a passport, can they be married here, or does he have to apply for citizenship? Also, I understand there is a ''fiance visa?'' but on the embassy website it is not available in Iraq. Is that true, and if so can he obtain one somewhere else? She is afraid to get married in Iraq, so we are exploring different options. Thank you very much.

Based on what you have said, the best way is for them to get married in Iraq and then process to come to the U.S. as a spouse of a U.S. citizen. I don't know what you mean if he can come here on a passport. The fiance visa has certain requirements that the couple will have to show so I would need more info to see if they qualify.
