How do I file for exemption to garnishment as per SDCL 21-19,43-31, and43-45?

You either consult local counsel or follow the directions on the garnishment form. You're better off spending 30 minutes with local counsel to get it done correctly. You can also see if there is a Nolo book on the subject and ask the court clerk, not for legal advice, but for advice in filling out the form procedurally.
