if a neighbor uses several legal drugs but seems to have problems with driving is there anything I can do?

Driving under the influence (DUI) also prohibits driving while under the influence of any drug - legal or otherwise. If your neighbor is driving while taking prescription drugs, they are just as likely to get a DUI as the person driving home from a bar after 10 beers.

With regards to what you can do, you could contact the local law enforcement office to let them know when the individual is driving, where they are and why you believe they are under the influence of some type of drugs. Again, the fact that the drugs are prescribed is irrelevant. The officers may or may not be able to do anything at that very moment, but officers have memories. You will have at least have notified them to the problem and particularly in smaller towns, they will be on the look-out.
