Does a patient in Tennessee have the right to review medical records without having to purchase a copy of the paperwork?

The Code of Federal Regulations 42 CFR 483.10 provides that the patient or his legal representative has the right to inspect medical records within 24 hours of notice to the SNF. The home must make the records available for inspection. If the home does not do this, they violate the federal regulations and can be cited by the State for this violation. There is no requirement to purchase, but a copy can be purchased. A copy purchased must be delivered within 2 working days.
