Legal Question in Employment Law in Tennessee

I work at an elementary school. My principal gives the secretary in our office special perks like not having to show up for work and she gets paid any way. Is that legal since the secretary is being paid by tax dollars?

It may be some form of gender discrimination, depending on the reason for treatment. Otherwise, I am not aware of any employment law which this violates.
