Legal Question in Sexual Harassment in Tennessee

Is this Sexual Harrasment

My 18 year old daughter got a summer job at a resort. She was looking forward to this employment and was getting along well with the boss and others. The boss had made some suggestive remarks about tips from customers if her thong showed and asked her if she had a belly button ring. The second day he asked to meet with her after hours to go over some paperwork, he released all of the other employees and met with my daughter, he asked her to look at some papers on his desk , when she came around his desk his penis was out of his pants. She was able to change the subject get out of the room and get out of there. What kind of help should she look for and how can I make it public record so this does not happen to another young lady?

The very first thing that needs to happen is that your daughter needs to make a complaint of sexual harassment to the management/human resources people at the resort. She should have some sort of handbook or notice of the sexual harassment policy to guide her in this complaint.
