Legal Question in Disability Law in Texas

I have a temporary disability and have a DP placard. The disabled parking spots are inside a lot with gated access. My badge will not open the gate and the VP of HR says the hospital is not required to provide disabled parking for employees! Is this accurate? It seems this is a clear violation of the ADA.
