Legal Question in Bankruptcy in Texas

Can a bankruptcy judge order someone (not in bankruptcy but has a judgment against them)to take a cash advance from credit cards or borrow money in order to pay the judgment? This case should not even be before this judge and he is trying to force me into incuring even more debt. My accounts are frozen. I have no funds to pay the cash advance.
