Legal Question in Civil Rights Law in Texas

Is there a law helping people who are stalked on the internet. A friend of mine gets 2-3 a day from a girl and she will also send gifts to his job. This has been going on for over a year and now she has gone too far by setting them up a wedding registery online and then sending it to him. She seems very crazy. He has tried everything to get her to stop.

Contact your local law enforcement and inform them of the harassment. They will probably just tell the individual to stop first or they will arrest them.
