unpaid personal loan

I paid a phone bill for my boyfriend and he promised to pay me back on a specified date, he hasn't repaid the loan. If I wanted to file a claim in small claims court on him and he resides in another state, what procedure must I follow?

File your claim in small claims court, stating the debt was created in your county. Have him served in his home county and wait for the sparks to fly.
