Legal Question in Criminal Law in Texas

With a Divorce situation; i the father of a child unequivocally state that the live in boyfriend of my X has no permission to touch my child. NO PUNISHMENT SPANKINGS. In this situation there is no court ordered guardianship , no court approved adoption... my daughter will not be touched by the boyfriend/common law anything of my X. Is there a state law that confers parental responsibilities and rights to any adult who simply lives in a house with preexisting children.?

You do not have control over what occurs in the mother's house. You cannot dictate to her. (Of course, there cannot be any abuse that would otherwise be illegal.)
