can a person who moved from iowa (where he was convicted of assault with intent to commit sexual assault - a misd) to texas waive his registration as a sex offender by filing some romeo and juliet petition?

There is no such thing as a Romeo and Juliet petition in Texas.
If the individual is a sex offender and does not register they are facing state jail felony charges and that has a penalty range up to two years and a ten thousand dollar fine.
