if i was arrested over 2 years for dwi

and i have not been tried yet does the statue of limitations could be enforced?

Statute of limitations applies to the time between an incident and getting charged with an offense, not the time between incident and trial. What you are talking about is right to a speedy trial. If you want things to speed up, you should request a speedy trial. If this is denied, you may have some relief.
