can you be arrested if no blood work or any proof of alcohol level. Does the term dwi go on your driving record.

Yes, probable cause does not require the scientific test results of a breathalyzer or blood sample; but it might make the case harder to prove.

The DWI arrest is permanently on your record, unless you are acquitted, and the arrest is expunged. (Or you receive a Governor's pardon). (An order of nondisclosure will prevent it's visibility to everyone except law enforcement and 23 government agencies.)
