Legal Question in Family Law in Texas

i am an indian citizen my brother lives in usa from 15 years he isa citizen of united states but ihis daughter lives with me she is 17 years old and she lives with me and my wife take care her from last 9 years she is studing in indian school and she loves me and my wife very much any way i dont have daughter so me and my wife loves her very much and we want to adopt her now is it posible my brother and his wife dont have any problem so what is the law please help us.

I am not sure which of you lives in Texas, as the proceedings should be initiated in the state where the child has been living. I do not know LA law. In Texas, there would be a simultaneous, agreed, parental termination and adoption. In Texas it is not a complicated procedure for an attorney, but not appropriate for DIY.
