Can Everyday People Perform a Legal Marriage Ceremony?

What must John/Jane Doe do to perform a Legal and binding marriage ceremony when he/she is neither an ordained clergy nor a Justice of the Peace? Is it possible? If so what must he/she do to make a marriage ceremony legal and binding in the state of Texas?

Texas law provides certain persons with authority to solemnize marriages, e.g. judge, priest, etc. Only these persons can solemnize marriages. For requirements of a valid marriage, check with your county clerk or the authority to issue marriage licenses.
