Legal Question in Family Law in Texas

If an ex-spouse in CA stops payment under the provisions of the Divorce and Child support Decree, what can the custodial parent in TX do to enforce the decree? Is it standard to pay a TX attorney and a CA attorney both retainer fees, the latter to have the jurisdiction of the case changed?
