What legal papers are needed to get a parent to sign over their rights to a child?

I do not understand "sign over their rights to a child". That is not a legal term.

Do you mean terminate your parental rights? If so, that is easy to sign to print out and for you to sign in front of a notary. However, it might be difficult to get a judge to approve the termination of parental rights.

If you mean that you don't want to visit with the child, that is easy. Just don't visit.
