Legal Question in Family Law in Texas

i am a paternal grandmother who has primary custody custody of my 3yr old granddaughter her biological mom just got her parental rights striped from her other kids thru child protective services and she wants to sign over her parental rights to my granddaughter what do I need to do so I can adopt my granddaughter her biological dad is in prison and he also says he will sign over his parental rights. I live in Texas and want to know what is the legal step for me. the dad has 25% rights and so does the mother.
