what are my rights as non custodial parent on behalf of recieving information on childrens medical information from insurance company

These rights should be spelled out in the court order which designates you a non-custodial parent. The custodial parent may have a duty to provide you information if you are unable to obtain it from the insurance company. The insurance company may not have detalied medical information. Check with the health care providers.
