Legal Question in Family Law in Texas

My son's girlfriend has left and taken their two kids. She refuses to answer her phone or otherwise communicate. What can he do to gain access to his children?

I assume that there are no court orders in place, and that he and the girlfriend are not married.

He needs to file a paternity suit.
