Legal Question in Family Law in Texas

Ex wife has not legally changed her last name after the divorce and still has my last name after 3 years since divorce. She is using her maiden last name publicly, but legally and in documents, passport, bank etc. she continues to use my last name. She has not re-married. I do not wish to have her continue to use my last name for various reasons. She ignored my written request do so. What I can do to make this happen short of legal recourse?

You have no control over this issue, and cannot legally force her to go back to her maiden name. It is entirely her decision whether to have asked the court to restore her maiden name at the time of the divorce, or to use her married name.
