Rights of a city employee

My husband is a police officer,recently diagnosed,Non Hodgkins.City wants to allow him to work,as able,but also change insurance to COBRA,stating current insurer requires this after he's missed only 3 weeks work.What are our rights?How will COBRA change effect?Do we have any rights to maintain same insurance coverage,as described in FMLA?Do we have to allow change to COBRA?

Please check with city again. He can not be compelled to go on COBRA under the circumstances you describe. If you need counsel on this, you should certainly seek legal advice. The situation as you describe it is not lawful.
