Legal Question in Civil Litigation in Texas

My sister dated this guy for a few months and he told her to give him all of her saving so he can help her invest in stocks and bonds. She felt for it and gave all of her saving to him. Well, soon later she found out that he used most of her money to pay off his debts and whatever little left he put in his investment account. When she realized that facts, she wanted her money back and break up with him. He told her that he doesn't have the money to pay her back but agreed, and signed a promise note, that he will pay her back slowly as he gets his pays. Time has passed and he barely paying her by the pennies..since the amount is over $10,000, and the cost for legal counsels is way up there, and the police is not able to help her. Is there anything else she can do to get her money back? Please help, because I'm getting tired of her crying on my shoulder. Thanks.
