U.S. citizen with unpaid taxes living in Nigeria wants to file for Naturalization for sibling?

First of all, it's not naturalization - it's called filing of an alien relative petition. Secondly, US citizen petitioner has to be domiciled in USA. Thirdly, it will take about 10 years for a sibling's immigration to the USA. Finally, yes, the issue of the unpaid taxes will come to view when a US citizen is required to sponsor his sibling.
