It's not a matter of illegal v. legal. It'd be up the American Consul to issue a Visitor's visa to a pregnant woman who intends to give birth in USA, and up to the CBP officer to admit a pregnant woman to USA. Provided that she can prove that she has no immigrant intent and has means to pay for hospital/medical care, it's possible.
