i am a pastor, i left the country 11 months ago on work, i came back in fear of loosing my residency, i am wondering if i can apply for a re-entry permit.

You should apply re-entry permit before your departure. If your overseas work meets certain requirements, you might also submit an application to preserve residence for naturalization purposes.
