what happens if the person has been here for 10+ years and does not fall into the child or student clause but is wanting to work and needs to go to school

I am not sure what "child or student clause" you are referring to. However, if you are not in legal status, you still can go to school, but you will not have legal authorization to work. If you are under 31 yrs old, you might qualify for DACA ("Deferred Action"). I would need more details regarding your situation before I can give you some solid legal advice.
