Right to wear a Hat?

Our employees wear a utility flight suit selected and supplied by the company. Is it legal to prohibit the employee, who performs some of his duties outdoors, to wear any kind of a hat, even if the employee is cold? (A uniform hat was previously made available but has since been prohibited from being worn with the uniform.) Could a company, despite conditions, prohibit an employee from dressing warmly with a jacket or coat?
