Whistle blower
What recourse would a whistle blower have against a State agency? I have been instructed that T.D.H.H.S. has to agree to be sued. Is this correct?

You can sue a Texas state agency under the "whistle blower" statute without its permission. There are strict time requirements that must be followed. You should consult with an attorney immediately.
