the land lord is chargine me for a servie call / the hot/cold water spouts replaced and hoses they replaced on my washer- am i liable for all charges? they never found out why it leaked

Read your lease. Are you liable, under the lease, for routine maintenance due to normal wear and tear? From your description they have not charged you with being negligent. If the lease does not obligate you to routine maintenance, then you should not have to pay for the service call.
