Tenant problems

I have a tenant that complains constantly about the most minute things possible. A crater in the yard (4''x4'' hole 5'' deep, a spider web in a bush, lawn edging that is dangerous etc. We agreed that her moving out would be best for both of us. She said she would be out in a couple of days that has turned in to 17 days. her rent is now 17 days late. She says she will pay when she moves out (within 30 days) Meanwhile, I found out that the water bill was late and never put into her name as required. I'm afraid to evict her because every complaint was tied to a possible injury. What can I do?
